Application procedure:
A citizen of the Republic of Azerbaijan who has lost their passport abroad, had it stolen, rendered unusable, or whose passport has expired, may apply to the Embassy in person or by post to obtain a Certificate for Return to the Republic of Azerbaijan.
If applying in person, the applicant must book an appointment through the Electronic Appointment Portal and present the required documents. In this case, the Certificate will be issued at the appointment time.
If applying by post, the applicant must send the required documents along with a self-addressed and prepaid return envelope (for sending back the issued Certificate) to the Embassy’s address. The Embassy is not responsible for any loss or damage to documents during postal delivery. Only applications with complete documentation will be accepted for processing.

Required documents:
1. Completed application form (can be downloaded here for citizens and here for stateless persons);
2. If the passport is expired or damaged – the passport itself;
3. Two colour photos (3x4 cm);
4. Copy of one of the following documents – an ID card of a citizen of the Republic of Azerbaijan, a military ID issued by the Republic of Azerbaijan, a driver’s license issued by the Republic of Azerbaijan, or another official document confirming identity or citizenship (if these documents and the passport are unavailable, see the “Notes” section below);
5. State fee of £10:
- Cash payments are not accepted; the fee can be paid by bank card at the appointment;
- If applying by post, a “Postal Order” payable to Embassy of the Republic of Azerbaijan must be enclosed.
Notes:
- If no official documents confirming the applicant’s identity are available, their identity and citizenship will be identified through an official request to the State Migration Service of the Republic of Azerbaijan. For more detailed information,click here.
- The state fee shall not be charged for citizens of the Republic of Azerbaijan in the following cases: students studying abroad (upon submission of the relevant supporting document); persons engaged in pedagogical activity abroad under a state programme; persons released from foreign penitentiary institutions; persons deported, readmitted, or extradited from foreign countries; victims of human trafficking; and citizens of the Republic of Azerbaijan under the age of 18. Except for the cases listed above, citizens of the Republic of Azerbaijan who have lost their ordinary passport abroad or had it stolen, and who submit a confirming document issued by the relevant police authority of a foreign country, shall also be exempt from paying the state fee.
