A citizen of the Republic of Azerbaijan who has lost their passport abroad, had it stolen, rendered unusable, or whose passport has expired, as well as any minor (under 18 years old) or person who turned 18 while abroad returning together with them, has the right to return to the Republic of Azerbaijan on the basis of a certificate for return to the Republic of Azerbaijan. The same right applies to a stateless person who is lawfully residing permanently in the Republic of Azerbaijan and to any minor or person who turned 18 while abroad returning together with them.
The Certificate is an official document confirming the identity of a citizen of the Republic of Azerbaijan or a stateless person who is lawfully residing permanently in the Republic of Azerbaijan.
If a citizen of the Republic of Azerbaijan or a stateless person permanently residing in the Republic of Azerbaijan intentionally provides false information about themselves or about any minor or person who turned 18 while abroad returning together with them, the issuance of the Certificate will be refused. In such cases, a written explanation of the refusal will be provided. The decision to refuse may be appealed in accordance with the procedure established by law.
